Symptoms

On : NA version, Rules Engine

ACTUAL BEHAVIOR
---------------
Sites aren't evaluating correctly

Customer has a 'Site A' rule evaluating on 'Site B' when it shouldn't be. 'Site B' does NOT have the 'Site A' rule assigned to it.

EXPECTED BEHAVIOR
-----------------------
Sites should match correctly

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Engagement Engine for customer and grab Inspector
2. Navigate to customer 'Site B' page, insert Inspector string in 'Console' and refresh
3. Note rule that is being evaluated is from 'Site A', and the site evaluating is not for the correct site
