Element Entry End Date Is Not Reflecting In The Pay_element_entries_f Table (Doc ID 2201340.1)

Symptoms

On : 11.1.10.0.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
Have end date an element for an employee.
When checking in pay_element_entries_f table there are 2 element entries - the one end date in the UI, it's not reflected in the table (the actual date)

EXPECTED BEHAVIOR
-----------------------
The end date to be present in pay_element_entries_f table. The element should be end dated in the table as it is in UI.

STEPS

The issue can be reproduced at will with the following steps:
1. End date element
2. Check the pay_element_entries_f table

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get incorrect data in internal reports.
