When attempting to access the reporting manager, the following error occurs:

An unknown error (class has occurred. Please contact your system administrator.

Additional errors from the error log are as follows:

[ERROR] - Unknown Error
Caused by: org.quartz.SchedulerException: Scheduler was not initialized.

The issue can be reproduced at will with the following steps:

  1. Log into the site as the user in question.
  2. Click Reporting manager.
  3. A small popup will appear with the error.
