Symptoms
User has the ability to modify an already approved version of a product concept

Changes to an approved product concept should require saving a new version

Application is working - customer can save over approved concept

The issue can be reproduced at will with the following steps.
1. Log-in to Fusion Innovation Management
2. Navigate to Product Management
3. Navigate to Concepts
4. Navigate to Manage Concepts
5. Search for and select an approved Concept
6. Attempt to change approved Concept
-- Business Impact
The issue has the following business impact:
Due to this issue, users can modify and save over an approved Concept.
