Level Members List Is Empty When Creating A Plan

Levels Members cannot be selected when entering a plan
The issue can be reproduced by executing the following steps:
1. Navigate to Value Chain Planning -> Planning Central
2. Navigate to Manage Plan Task
3. Create a Plan
4. In the Scope Tab - Select Source System
5. Edit - Level Members
6. No Member Details are listed
