"Error: IAM-3050007 : The user with the attribute User Login and value xxxxxxxx already exists." When Adding Unifier User in OIM (User Not Found But Account Exists)

The user is not found doing a Search/Find in OIM, but when trying to add the user an error is thrown indicating the user already exists:
Error: IAM-3050007 : The user with the attribute User Login and value xxxxxxxx already exists.
