Unable To Add, Modify Or Delete Existing WebForm RestServices Credentials

Information in this document applies to any platform.
User is unable to add, modify or delete existing WebForm RestServices Credentials in Administration of PCS under Manage Credentials in the PCS instance. When user login into PCS, the credentials page is always empty. When user adds a new set of credentials, it does appears like credential gets added.
But click "Save", then log out of the session and log back in, it is found that the Managed Credentials list is completely empty again.
