Fusion PIM: Automatically Sequence Item Number Creates Error: An Item with the same Item Number already exists. (EGP-2775613)

When attempting to create an Item where the Item Number is Automatically Sequence Generated, the following error occurs:

XXXXXX ("Organization Name") has the following errors. (EGP-2775298)
An Item with the same Item Number XXXXXX already exists. (EGP-2775613)

The issue can be reproduced at will with the following steps:
1. Login to Fusion Application
2. Navigate to Setup & Maintenance -> Mange Item Classes
3. Select desired Item Class -> Open for editing
4. Select Item Management -> Define a Sequence Generated Item Number
5. Navigate to Product Management -> Product Information Management -> Create Item
6. Select Organization and Item Class with Sequence Generated rule

The issue has the following business impact:
Due to this issue, users cannot create any Items in their instance.
