Global HR: ORA-20001: The identifier xxxxx for the Payroll Relationship, Employment Terms, or Assignment Passed to the Entry Level ID Parameter is Invalid Error on Convert Pending Worker (Doc ID 2204072.1)

When the Convert Pending Worker transaction is submitted,
the following error occurs.

The message is ORA-20001: The identifier xxxxxx for the payroll relationship, employment terms, or assignment passed to the entry level ID parameter is invalid. Details: The employment level ID included with the entry for the xxxxxx element must be a valid ID number for the employment level indicated. The employment level must also match the employment level at which entries can be created for this element. For example, you cannot use an assignment ID to create a terms level entry, and the assignment ID submitted must be ORA-6512: at "FUSION.PAY_ELEMENT_ENTRY_API", line 415 ORA-6512: at line 51

The issue can be reproduced at will with the following steps:
My Workforce > New Person > select pending worker from the list of Pending Workers > select the Convert action. Click Next until the Review page, then click Submit > error
