Tilde Symbol in a Filename Creates a Synchronization Failure (Doc ID 2204125.1)

Symptoms

When editing a Microsoft Word document, MS-Word creates a temporary working file which has a filename that starts with a tilde symbol '~'.  The user in this case was editing a MS-Word file in the Oracle Documents Cloud Service sync directory the user's workstation.  Due to the location of the file, the working file was being synchronized onto other workstations that were sharing the folder in Oracle Documents Cloud Service.  The attempted synchronization of the working file creates an error as well:   

"Cannot download ~$xyzmyfile.docx. ~$xyzmyfile.docx. has an unsupported name or extension.  The name cannot contain any of the following characters: /,\,:,*,",<,>,?,|.  Rename the file or folder to address the name restriction."
