Some Payment Types are Missing from Payment Gateways Service Type Drop-Down, External Payment Webhook Doesn't Trigger (Doc ID 2204478.1)

Symptoms

In one case, a customer wanted to enable Chase Payment Gateway per Using Oracle Commerce Cloud Service > Configure Chase Paymentech credit card settings but unable to find Chase Paymentech Credit Cards in Service Type drop down.

Reproducible Steps:
1. Log into Admin
2. Open Settings > Payment Processing > Payment Gateways tab --> No 'Chase Paymentech Credit Cards' found in 'Service Type' drop down. It included 'No Selection', 'CyberSource', 'PayU Latam', and 'PayPal'.

In a separate issue, a customer had configured an external payment webhook for credit cards but during checkout the external webhook did not trigger.
We determined that this was due to the Chase Paymentech Credit Cards gateway being enabled (so OCC was trying to use this internal gateway and thus the external webhook never fired).
However since this gateway was not visible in the drop down list, the customer was unaware this gateway existed or was enabled.
