Tree Name column drop-down list (LOV) missing values when creating new Data Access Sets (Doc ID 2204508.1)

Symptoms

On Applications 11.1.11.1.0
Find when attempting to creating a data access set for a parent value it is requesting for the tree name. But the Tree Name drop-down list (LOV) does not populate any values.

-- Expected Behaviour
Tree Name column drop-down list (LOV) should show the values

 -- Steps
The issue can be reproduced at will with the following steps.
1. Navigate to "Create Data Access Set"
2. Click on the "+" to create new.
3. Click on "Tree name" LOV
