Troubleshooting "Network error: Connection timed out" (Doc ID 2204839.1)

Symptoms

When trying to connect to an Oracle Cloud Linux/UNIX-Like Instance through Open SSH, the SSH client either returns the "Network error: Connection timed out" error, or the SSH command hangs.

Please note the following best practice: before you make any changes to the SSH config, start a second SSH session and ensure that it remains connected while you edit the settings. This second ssh session serves as a backup. If SSH access got lost without a backup session available, one can repair the SSH setting by following the procedure: Repairing Configuration or Restoring Access to the Linux PaaS or IaaS Underlying VM (Doc ID 2085512.1)
