OSC For Outlook Is Installed But Is Not Showing In System Tray (Doc ID 2204864.1)

Symptoms

On : 11.1.11.1.0 version, Microsoft Outlook

ACTUAL BEHAVIOR
---------------
Oracle Sales Cloud for Outlook is installed but is not showing in system tray

Installation was performed, user's profile in Outlook was modified and after restart the OSC for Outlook plug-in was no longer starting up. Application was uninstalled and reinstalled and was not able to get the start up to do anything. Clicking on the launch only launches Outlook but does not start the set-up. Currently 2 users are experiencing this issue. User is on 3.06.25 binary, while they should be on 3.06.28 which is latest version.

EXPECTED BEHAVIOR

After installation of Outlook plugin, the Welcome screen should appear in Outlook and control panel should show Plugin globe icon

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install Outlook plugin
2. Nothing appears in systray and welcome screen does not appear

The issue has the following business impact:
Due to this issue, users cannot use OSC for outlook plugin
