Duplicate Partner Contacts Are Created With Out Any Flags (Doc ID 2204877.1)

Symptoms

We have enabled the below data quality steps to flag duplicate Contacts when created in SIT and Dev environments. However I am being able to create duplicate Partner Contacts in both SIT and Dev without any flags.This is a showstopper as it extremely important for us to flag duplicate partner contacts

-Set profile values ZCM_CON_DUP_NOTIFICATION and ZCM_CON_EXACT_NAME_MATCH to TRUE
-Set "HZ_ENABLE_EVENT_TRACKING" to Yes
-Set EDQ Realtime and Batch Basic Cleanse Server and EDQ Realtime and Batch Basic Match Server to enabled.
-Set EDQ Realtime and Batch Basic Cleanse Server and EDQ Realtime and Batch Basic Match Server to enabled.
-Created new Duplicate identifcation process C1_DQ_SEED_CONTACT_DUP_IDENTIFICATION. Set attribute matches as lastname - PersonLastName ; uid1 - EmailAddress; firstname - PersonFirstName. Set Score Threshold as 60 and Match Result Display threshold as 10. Then click Rebuild Keys
