Oracle Documents Cloud Service Fails to Synchronize -Error "csMaxUserLimitReached - maximum number users has been reached."

The user encounters a synchronization failure after updating content in a Documents Cloud Service folder.  The synchronization never completes.  The user will see the following error in the user's Sync Manager log file:

"csMaxUserLimitReached - maximum number users has been reached"
