Accounts Visible in BI Report but Not Visible in UI

Customer has accounts that are visible in BI report, but same accounts are not visible in the application.
Customer would like to be able to edit the accounts that are not visible.
However they have tried the admin account, but the Admin is not able to see these accounts.
How can these accounts be made visible for the Admin?
