BI Agents Not Sending Emails To All Recipients (Doc ID 2206019.1)

Symptoms

On : 11.1.11.1.0 version, Sales, Sales Catalog

ACTUAL BEHAVIOR
-----------------------------
BI Agents are not emailing to all recipients

You have one or more Agents that were set to email to multiple recipients (Sales Cloud users), but only the person who created the Agent is receiving the email notifications.
When manually running the Agent, no users seem to receive the emailed reports, even though the Agent completes successfully.


EXPECTED BEHAVIOR
---------------------------------
All recipients should always receive the scheduled reports.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manually run the scheduled report.
2. Watch it complete successfully.
3. Note that no users receive the emailed report.
