DQ configuration: How to prevent users from creating duplicate Contacts if Email ID is used as UID? (Doc ID 2207350.1)

We are using the Enterprise Data Quality engine with Email ID as the UID to identify potential Contact duplicates. The EDQ engine throws an alert / flag when the user attempts to create a duplicate Contact. However the user can choose to continue with duplicate Contact creation and this can lead to data integrity issue.

We require the system to fully prevent users from creating duplicate Contacts (same Email).
