Issues Using Merge Selected Accounts In The UI (Doc ID 2207378.1)

On : 11.1.10.0.0 version, Data Quality, Customer Hub

We have set the options to allow users to use the "Merge Selected Accounts" in the Accounts list in Simplified UI, however this is still not working as expected. When a Duplicate Resolution Request is submitted and processed automatically, it is Rejected with the following reason:
You cannot merge the records because the master record cannot be determined.

This seems to relate to Doc IDs 2098426.1 and in turn 2113358.1 which refer to setting up a Set Master rule in the Manage Survivorship Rules task, however the worked examples in the documentation attached to 2113358.1 cannot be replicated in the system. Specifically, we tried to set up the "Set the Record with the Oldest Creation Date as Master" example from Page 13, but in the IF condition there is no way to select HZ_ORGANIZATION_FactType.OrganizationPartyVO from the dropdown list as it does not exist.
