ACTUAL BEHAVIOR
---------------
Cannot view Participant feedback as a Manager or Worker.

Cannot view Participant feedback as a Manager or Worker. We are attempting to launch reviews this week and this is holding up our process - thus, loss of service as we are stopped in our tracks. When you click on any historically completed Performance Review (in Test or Production) you cannot see Participant feedback. However, when you are in Reports, you can see the feedback.

EXPECTED BEHAVIOR

Expect Participant feedback to be visible.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. log in as manager or worker, click on any historic completed performance review to see participant feedback.
