Lead Coming From Eloqua Not Getting Assigned To Territory

Lead not getting assigned to territory after running Lead Processing Activity
The "Lead Processing Activity" assigned some Leads to territories but it is not assigning other Leads to territories. The following steps were taken:
1.We scheduled the Lead Processing activity process for unassigned Leads, by using the following steps:
a.Go to setup and maintenance.
b.Search for "Manage Lead Processing Activity".
c.Choose Process type as "Assignment" and Assignment Status as "Unassigned".
2.The process got completed without any error.
3.We noticed that some Leads were assigned but other leads were not assigned. (Leads coming from Eloqua were not getting assigned)
Is there any solution which can resolve this?
