The Agent Console Stops Launching Midway Through the Process (Doc ID 2208784.1)

When the user clicks on the agent console application either via the url or a desktop icon, Java comes up, then the application loads a bit, then an icon pops up like normal on the icon bar, however agent console password input box does not appear.  There are no error messages.
