Pending Worker Enterprise Seniority Date is Incorrect

When we convert pending workers to employees the system is listing their Enterprise Seniority date as the date the record was created in the system.

For a new hire that is hired as a pending worker and has never worker for the company before the Enterprise Seniority date and Legal Employer Seniority date should be the same. And that date should be the Hire Date.

For Example: Pending Worker #99965 Has mismatched dates.

Employee: 2676997 - Scott Tiger was hired on 7/5/16 but his Enterprise Seniority Date is reflecting the creation date of the pending worker. This should be the same as his hire date.

We are having to manually correct these dates on every pending worker at the time of hire.
