Symptoms
Trying to load vertex data file into a Tax Regime fails with the following error:

Unexpected Error in create_rates: ORA-00001: unique constraint (FUSION.ZX_RATES_B_U2) violated
STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. Create the Tax regime
2. Load the Vertex data file into the new regime.
3. Configured the tax setups
