Duplicate Users Created on CPQ Cloud when Synchronizing New Users from Salesforce

When syncing new users from Salesforce (SFDC) to CPQ Cloud, duplicate users are created on CPQ Cloud occasionally. This issue creates problems with users logging into websites through SFDC. Users get a login screen after attempting to edit a quote and are not allowed to work in CPQ Cloud.
