JCS VM is Not Accessible Through Putty/ Trying to Connect to the JCS (Java Cloud Service) Instance Times Out (Doc ID 2209690.1)

Symptoms

When trying to SSH to VM it times out as seen below

ssh user@xx.xx.xx.xx-i .ssh/jcs_rsa -v
OpenSSH_7.2p2, LibreSSL 2.4.1
debug1: Reading configuration data /etc/ssh/ssh_config
debug1: /etc/ssh/ssh_config line 20: Applying options for *
debug1: Connecting to xx.xx.xx.xx [xx.xx.xx.xx] port 22.
debug1: connect to address xx.xx.xx.xx port 22: Operation timed out
ssh: connect to host xx.xx.xx.xx port 22: Operation timed out
