What is the Benchmark performance for Fusion Application?

Server(s)/Application Health Check
We are experiencing slow performance issues. Processes such as Recalc Payroll are slow. Transactions such as Manage Employment are slow. UI navigation is slow i.e. Person Management -> Home -> Scheduled Processes. It is being report by many users from many physical locations. This seems to have been more pronounced for us after R11 upgrade mid September. We can't get past a week where users are complaining how long it is taking to get things accomplish. I, myself, experience it as well.
Can we please have a full diagnostic healthcheck performed? We would like to see the results that Oracle is reviewing.
Are there any "runaway" processes that are consuming memory. Maybe they are "stuck" in limbo and can't process anyfuther and need to be cancelled. We are wanting Oracle to pick apart our server(s)/service(s) and review everything that may lead us to experience slowness. I do NOT believe this has anything to do with our LAN/WAN or networking into and out of our buildings.
I can go home on my own PC using Infinity Comcast Cable goto any site with out issue. Go to HCM site and log in and it is dog slow.
What all are the options? of diagnositics? healthchecks can be performed and watched? for peaks and valleys. We had a consultant in our system from TX and she stated that while she was in over the weekend when no one really is online it is slow. I can admit to the same. I logged on from Home yesterday to start the Recalc Payroll process it took 3-4 minutes to login and navigate to payroll calcs. By the way that was about 5PM EST and as of this morning the process is STILL running... Is this normal??!!!??
