Error message when trying to Login to Prime.

"You are not authorized to run Prime. Contact your administrator."

The issue can be reproduced at will with the following steps:
1. Launch Prime website.
2. Try to login and get error.

The issue has the following business impact:
Due to this issue, users cannot login.
