How does Manual Address Cleansing Search mode work after Release 9? (Doc ID 2212295.1)

Goal

Address Cleansing/checking software (locate) is not working as expected. When address1 and state is entered, expected results is to have multiple addresses, for users to pick one but instead an error message is thrown.

Use case: A user enters an address1 and city not knowing the state or zip. The errors pop's up. The expectation is to show multiple address with state and zip.

ERROR

"The address that you entered could not be verified, and it might be incorrect. Enter more address details, or submit another address for verification."

Test Cases:
Case1: Entered street name and gave IL, message "Address that you Entered could not be verified, and it might be incorrect. Enter more address details, or submit another address for verification"
Case2: Entered street name, city Aurora, and gave 'CA' for state,-- message "Address that you Entered could not be verified, and it might be incorrect. Enter more address details, or submit another address for verification"
Case3: Entered street name -- message "Address that you Entered could not be verified, and it might be incorrect. Enter more address details, or submit another address for verification."

Successful Cases:
Case4: Entered street name, city Aurora, got the address
Case5: Entered street name, only one address in the entire US, brings correct address.This is best case where it is works with no issues.
