Symptoms

On : 11.1.11.1.0 version, Contacts

ACTUAL BEHAVIOR
---------------
"Get contact" auto sync does not sync any contacts into Eloqua.

EXPECTED BEHAVIOR
-----------------------
The "GetContact" web service call should get the contacts into Eloqua.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup integration between OSC and Eloqua
2. Set Auto sync up (External events)
3. Get contact service does not sync data from OSC to Eloqua

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot setup the integration between OSC and Eloqua for Contacts.
