Issues in getting manually entered standard cost for an inventory org to move past the in progress step.

Cost Orgs are visible from pull downs in proper setup but we are not able to establish the item material cost standard so other users can flow through some order orchestrations testing between orgs. We didn't setup the cost org, book, valuation to use approvals flows, simple auto approval.

This is a simple item cost inserted from front end. Checking the cost roles it seems some issues with our standard role. Cost Accountant which should give us everything Customer noticed that they do not have Manage Standard Cost Definitions role which the Cost Accountant Role
should have provided. Customer checked back end user/role provisioning to make sure the Cost Role is assigned at cost org level.

This instance was an upgrade from 10 to 11 over the summer. Some roles and tasks were configured under the Rel 10 and Supply Chain is being implemented under 11. Some of the older setups for HR and Procurement used different business units and cost orgs. Supply Chain is under a brand new one.

Customer tried to regenerate roles and assign some more tasks/templates based on all the setup business units and orgs with no luck.

The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Navigator --> Costing --> Cost Accountant
3. Manage Standard Cost Definition Role missing
