Unable to find a user which is a Sales Representative in order to add her as a Team Member in the Team

Need to add a Sales Rep to the team, however when customer performs a search by her last name (Higgins)- they get no results. Customer is able to perform searches and find other Sales Reps to add to the team tab. However, customer cannot add her (Beth Higgins). They logged into Identity Manager (OIM) to confirm that she is still active & her last name is spelt correctly.
Incorrect user/organization configuration.
