Goal

Because tax recovery calculations are currently driven through the population of the ‘intended use’ field in Fusion. A preventative control is required to make sure that all transactions have accurate tax recovery calculations.
Recovery controls calculations are using the 'tax determinant defaulting values' functionality which defaults cost centers into the 'intended use' field. To ensure that tax recovery calculations are made on every single transaction client wants to ensure that invoices where the ‘intended use’ field is not populated are placed on a hold.
In addition, some countries (China, India, Sri Lanka) have regulatory restrictions around release of payments overseas; we will need holds to prevent invoices being settled. Sri Lanka also requires automatic holds as frequent withholding tax determination with a third party are mandatory.
