Fusion Global HR: Positions Could Be Inactivated Even If They Have Incumbents

Positions could be inactivated even if they have incumbents.

Error message should appear

The issue can be reproduced at will with the following steps:
1. Search position with incumbents
2. Update the position
3. Make the position inactive
4. The system allows to submit the upgrade without any error or warning at least.
When checking the employee affected, the assignment history was uploaded; it shows the synchronization from the position but with no changed attributes, so the assignment remains the same (even when the person is now in an inactive position which actually should not be possible).
