Symptoms

Creating new Java cloud service is failing.

ERROR
-----------------------
JCS-ERR-20027: Cannot establish connection using connect string '<IDENTITY DOMAIN NAME>:1521/PDB1.<IDENTITY_DOMAIN>.oraclecloud.internal' and userName 'SYS as sysdba'.
Reason: 'IO Error: Invalid connection string format, a valid format is: "host:port:sid" '




STEPS

The issue can be reproduced at will with the following steps:
1. Create DBCS with Hyphen in its name
2. Try creating JCS instance
3. Failure occurs
