Unable to create Partner without Partner contact (Doc ID 2214529.1)

Symptoms

While creating and activating a Partner through Cloud Application, the Contact field is mandatory i.e. user either needs to select an existing contact or create a new contact.

However, when user imports a Partner record through File Import Utility, the above functionality (creation and activation) works perfectly fine even without a contact.
