How to create custom 'Navigation Flow' for Non-Admin Users in the Simplified (Planning) User Interface

Goal

On the Simplified Interface screen, all application tiles are being displayed regardless of the permissions of the logged-in user. Since the Simplified-Interface is now the default UI format for all new PBCS users, this could be confusing to non-administrative users. How do you create a custom Navigation Flow view to make a cleaner interface for non admin users.
