ACTUAL BEHAVIOR

When attempting to customize the Benefits Extract, there does not appear to be a way to do this.
EXPECTED BEHAVIOR

Benefits Extract should able to be customized.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to benefits extract
2. Attempt to customize through .rtf or BI template
3. Cannot find a way to customize this.
BUSINESS IMPACT

Benefits extract cannot be customized.
