Price calculation error: Please check the shipping address and try again

Customer has a third-party tax processor (Avalara or Vertex) integrated with their OCC environment. Problem is whenever they use a shipping address outside US and Canada the "pricing" call to the storefront pricing endpoint fails with the following message:


Using the Network tab in your browser you can see both calls to {storefront}/ccstoreui/v1/orders/price resulting in 500 Internal Server Error. This problem will happen with any address not being in the US or Canada. If you repeat the purchase using an address in the US or Canada, the problem won't happen. After disabling the tax processor, the problem goes away.

The issue has the following business impact:  tax calculation has an unhandled exception on the Java application server.
