On : 11.1.11.1.0 version, Performance

ACTUAL BEHAVIOR
---------------
After the application of the November Update, Functional Setup Manager exports/imports of implementation projects processes do not complete. 

Status stays in "In Progress" for an extended period of time.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Manage Configuration Package
2. Submit the Export or Import process.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the configuration export/import process cannot complete.

Changes

 The issue started occurring after the November 2016 monthly patching cycle.
