Fusion-Taleo: Default User Group Did Not Get Assigned to New User (Doc ID 2217287.1)

Symptoms

The Fusion-Taleo Configuration Guide says that the "default user group is automatically assigned only when no user group was manually assigned during the user account creation process."

However it is found that for some new users the default user group didn't get assigned.  

Changes

The Taleo implementation uses Onboarding (Transitions) with a new hire / user process.
