OCCS Order Webhook Failing (Doc ID 2217574.1)

Symptoms

We have configured a middleware web service at https://<host>:<port>/middleware/orderprocessing to receive order webhook information from OCC, and have added that URL to the Order Submit webhook settings on our Test environment (both Production and Preview levels).

However, we still are not seeing any order activity from OCC. We are able to hit our web service manually with other applications, and everything appears to be configured correctly on our end.
