Team Activities Calendar - Hierarchy visibility restricted by Admin

It is possibility to create employee calendar groups by admin?

Requirement:

Administrator user to assign the calendars for the workers for example, that a manager of a unit, create a calendar with all his resources for him).

More specifically the customer needs a way to create resource calendar without the participation of the users. Is it possible?
