It Is Possible To Create A Custom Data Role To Restrict The Project Admin Role To Specific Customer

It is possible to create a custom data role to restrict the Project Admin role to specific customers. Want to limit visibility and creation of projects to specific customers.
The requirement is to restrict access for project operational people to one customers' project, so that they can't see the projects for a competing customer. Both of these customers will have projects in the same project owning organisation.
To me it seems to be that there are two ways of doing this?
- create a new external data role which is specific to a specific customer,and assign that to the people who need to see those projects. Would this mean we would need to have a data role per customer?
- Or we could create a new project role that we assign to the projects that we want people to have access to.
The issue is around the project admin role and the visibility of the project data, budgets and forecasts.
What would you suggest?
