Internal Data Import Validation Error

Symptoms

While importing, customer gets the following error in step2 of importing.

ERROR

We could not properly validate your file due to an internal error. Please contact your customer representative. We are sorry to the inconvenience.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Admin>Import and Export Tools> Import Data, select a record type.
2. In Step 1: Select corresponding choices and select Data File, and click Next button.
4. In Step2, the message is showing "We could not properly validate your file due to an internal error. Please contact your customer representative. We are sorry to the inconvenience."
