Error: "User is Already Logged In" And P6 EPPM Login Creates Duplicate User Session Records in USESSION With the Same APP_NAME

When a user opens a new Internet Explorer Browser and logs into P6 EPPM, duplicate records are created in the USESSION table with APP_NAME "Project and Resources".
When the user logs out of P6 properly, the logout process sets the DELETE_ID to 0 on each of the licensed application session for the user logging out, but not the duplicate record, which leaves orphaned user session records in the table.
When the user then tries to login again to P6 EPPM, they are presented with the message "User is already logged in".
When user logs out of the application, the active usession record in the database is marked for deletion.
