Unable To Update Leads Via File Import (Doc ID 2220310.1)

Symptoms

When attempting to Import Leads,
the following error occurs.

--The unique key for the column IMPORT_JOB_ID,LEAD_ID is invalid. Enter a valid value. (HZ-120492)
--The value of the attribute ACCESS_LEVEL_CODE is not valid. You must provide a value that exists in the lookup type MKL_ACCESS_LEVEL. (MOO-450107)
--The unique key for the column IMPORT_JOB_ID,LEAD_ID is invalid. Enter a valid value. (HZ-120492)

The issue can be reproduced at will with the following steps:
1. Login to Oracle Sales Cloud Application
2. Navigate to Setup and Maintenance --> Manage File Import Activities
3. Submit a Lead Import Job
