Fusion AP: Cannot Close the Period Due to Error in the Sweep Process

The Sweep Transaction Accounting Events report ends with Error.
The log file will show the following: before_report_apxuatr: flag=EE; message=AP_LEDGER_PERIOD_REQ
The period name that should be used for the Period parameter does not show up in the List of Values(LOV) and was left null during the running of the report.
