How To Solve Error: Unable To Retrieve Content. Additional Information For "Remote Region Error" On Tax Tasks ?

On Oracle Fusion, version, trying to access tax tasks are getting error:

Unable to retrieve content. Additional information for "Remote Region error #2":
An error occurred while invoking task Manage Taxes. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk..

Also, the FunctionalSetupServer_1-diagnostic.log log file shows:
Remote Region error #2: SoCket timeout while fetching remote content from producer

Expecting to be able to enter to Tax setup screens

The issue can be reproduced at will with the following steps:
1. On Navigator
2. Go to Setup and Maintenance
3. Query by Task: Manage Taxes
4. Search for any tax information
5. Click on the tax to review the information and observed the error described appears

   If you are a Software-as-a-Service (SaaS) customer, the following section need not be performed by you. Please log a Service Request in My Oracle Support for Oracle to do this for you

This solution is when:
FunctionalSetupServer_1-diagnostic.log has "SoCket timeout while fetching remote content from producer" error

If you have error
Remote Region error #16: Producer at URL does not have a skin that matches this consumer.

That error is being reviewed on an internal bug

As you do not have access to review the internal files, you can try the solution as a first step. If the error is still present after apply this solution, the error you have could be related to the bug mentioned and you can log a Service Request for this.
